What a row must carry

The counted reports, the verified count, the estimated headcount, the confidence and the date range — in the row itself. Never in a footnote, never on hover.

Movement between quarters

Shown as band movement, never as point deltas. Two employers a few points apart are in the same band, and the list says so rather than implying a difference the evidence cannot support.

The four gates

A ranked list publishes only when all four hold.

A named ordering of employers is the most defamatory-in-effect artefact this product can make. Until all four gates hold, Decent Mark publishes flag-based tables of public records instead.

  • High confidence on every row. Not Moderate.
  • At least one Adverse Flag on every row of a low-standing list. Every Adverse Flag is documentary by definition, so this is a coverage requirement.
  • Right of reply solicited from every named employer before publication, dated and logged, and the reply rendered on the list itself where one is given.
  • Counsel sign-off on the actual list copy — the headline, the column labels, the row strings — not on the concept.
